Two Years of Intimidation & Not Even an Apology from the IRS So why did it take the IRS two years to listen to a speech and clear the NAACP of violating rules prohibiting partisan political involvement by charities? In an opinion piece published this week in the Chronicle of Philanthropy,
University of
Miami Law Professor and Legal Center Tax Policy Director Frances Hill takes the IRS to task for the heavy-handed and drawn out investigation. The IRS has some explaining to do, says Hill, both for the intimidation visited on the entire philanthropic community and also to finally define the criteria the agency uses to determine whether there has been improper involvement in political campaigns.
